2026 Multifamily Finance 9% LIHTC RFP

New York State Homes and Community Renewal (HCR) issues its Multifamily Finance 9% LIHTC Request for Proposals (RFP) once a year, and applications are accepted for a limited time following its release. Applicants may request 9% Low-Income Housing Tax Credits (9% LIHTC) and various other financing programs through this RFP process. Please refer to the RFP and accompanying materials for details, including available resources, application deadlines, project eligibility, and submission requirements.

All applicants must have attended a Technical Assistance session with HCR staff for the proposed project within 12 months prior to application submission.

HCR is extending both the Technical Assistance and Application Dropbox Deadlines to Tuesday, August 11, 2026 at 3:00 pm ET. NOTE: the deadline to submit a complete Technical Assistance package remains August 13, 2026 at 11:59 pm ET and has NOT been extended.
