New York State’s FY 2025-26 Budget included funding to expand affordable homeownership for low- and moderate-income residents through innovative housing models. NYS Homes & Community Renewal (HCR) is issuing a new funding opportunity to scale up the use of Crossover Modern Homes (CrossMods) through the new MOVE-IN NY program.
CrossMods combine the cost savings of manufactured housing with the design and financing benefits of site-built homes. These homes feature amenities like porches, garages, and three-bedroom layouts while being significantly faster and less expensive to produce. The CrossMod pilot program completed in September 2025 confirmed that these homes can be purchased, manufactured and installed in less than six months at roughly half the cost of comparable site built homes. Following this successful pilot in Syracuse, Schenectady, and Newcomb, MOVE-IN NY will expand to up to 15 communities. Selected participants will receive zero-interest, partially forgivable loans to bulk-purchase and install CrossMods from pre-approved vendors.
This initiative addresses rising construction costs, high interest rates, limited housing supply, and appraisal gaps, aiming to create scalable, affordable homeownership opportunities for New Yorkers.
