Overview
An owner or tenant who wants to appeal a Rent Administrator's order may file a Petition for Administrative Review (PAR) with the Office of Rent Administration (ORA). A PAR must be filed within 35 days of the issuance date of a Rent Administrator’s order, not the date received by any party. There are no extensions to the filing date requirement.

Filing Requirements
A PAR must be filed in person or by mail at Gertz Plaza, 92-31 Union Hall Street, Jamaica, New York 11433.
