Overview

Welcome to the Community Development Online (CDOL) Application System.

Local Program Administrator (LPA) Programs:

CDOL may be used to apply for the following HCR programs: 

  • Access to Home Program
  • Access to Home for Medicaid
  • Access to Home for Veterans
  • Community Development Block Grant (CDBG) Housing
  • Mobile and Manufactured Home Replacement 
  • New York State HOME Local Program Administrator
  • RESTORE program
  • Document upload for Neighborhood & Rural Preservation Programs

How to Become a Registered User

To obtain a CDOL account, an organization must be registered in HCR's internal Statewide Housing Activity Reporting System (SHARS) Database. 

 

If an organization is not registered with SHARS: 

Complete and submit an SHARS-CDOL Applicant Registration Form. The form includes a section to designate a Security Manager which will allow your organization to manage its CDOL users. Complete and return the form to us by email to [email protected].

Once processed, the CDOL User ID and password will be sent to the users identified by email.

If your organization is already registered with SHARS:

Submit a CDOL Security Manager Registration Form to OCR. This form allows organizations to identify users to access CDOL. A Security Manager must be designated on this form. Complete and return the form to us by email to [email protected].

Once processed, the CDOL User ID and password will be sent to the users identified by email.
