Governor Hochul Announces

New Era for New York

As 2022 unfolds, HCR is on target to reach the goal of creating 100,000 affordable homes and 6,000 with support services set forth in the State’s current $20 billion Housing Plan. This unprecedented investment has provided quality affordable homes for seniors, veterans, families, and individuals across the State and helped revitalize urban, suburban, and rural areas of New York.

But more must be done. Too many New Yorkers are living in shelters, on the streets, or are forced to choose between buying groceries or paying rent.

Governor Hochul’s bold agenda for 2022 tackles the ongoing housing crisis and will pave the way to making New York’s housing system more affordable, equitable, and stable. The cornerstone of the Governor’s strategy is a new $25 billion housing plan that will create and preserve another 100,000 affordable homes, including 10,000 with support services.

This next plan will prioritize higher standards for energy-efficiency to help us reach the State’s carbon reduction goals; improve access to broadband, health care, green space and other essential services; and promote equal and fair access to housing opportunities.

Achieving Climate-Friendly Homes

To help meet the State’s essential climate goals, Governor Hochul has promoted the creation of two million climate-friendly, electrified or electrification-ready homes by 2030, including 800,000 for low- and moderate-income households.

Through the Clean Energy Initiative, $25 million is now available to support climate-friendly affordable homes. Administered by HCR and NYSERDA, the program’s second phase has expanded eligibility to include existing buildings. Developers can apply for CEI funding through our 4% and 9% LIHTC programs.

Protecting Affordable Housing

A State-supervised Mitchell-Lama building in Washington Heights will remain an affordable homeownership opportunity for the next 30 years thanks to an agreement between HCR and the Inwood Tower cooperative. The agreement provides a $7.6 million subsidy loan that will enable the cooperative to undertake critical capital repairs.

HCR has now preserved over 22,000 Mitchell-Lama units since 2017. Read more here.

Faith-Based Housing Partnerships

New York’s faith-based community has been instrumental in the development of affordable housing. By fostering partnerships between faith-based groups and developers, we can better serve New York's under resourced neighborhoods and more effectively reach vulnerable communities. HCR recently celebrated milestones on two projects with faith-based partners in Rochester and Buffalo.

Zion Hill Senior Apartments

This $13.5 million senior housing development in Rochester was constructed on land owned by the neighboring Zion Hill Missionary Baptist Church in partnership with Rochester Management, Inc. The building features 45 affordable apartments in a transit-oriented neighborhood.

McCarley Gardens

Construction is underway on a $57 million rehabilitation at McCarley Gardens Apartments in downtown Buffalo, developed by St. John's Baptist Church and BFC Partners. The project will improve energy-efficiency and enhance overall quality of life for 149 families while maintaining affordable rents.

Funding Availability

The Winter 2022 Multifamily 9% LIHTC RFP is now open for application through March 31, 2022. This competitive process awards financing for the creation and preservation of high-quality, sustainable and supportive affordable housing developments across the State.
