Housing Plan

Governor Hochul Announces Launch of Comprehensive $25 Billion Housing Plan in Historic FY 2023 Budget

The recently adopted 2023 State Budget provides financial support for countless initiatives which will improve New York State.


Importantly, the Governor and Legislature have agreed to officially move forward with a new, $25 billion statewide Housing Plan. Building on the success of our first Housing Plan, the new Plan will continue increasing the housing supply by creating and preserving another 100,000 affordable homes, including 10,000 with support services.


This year’s final State Budget also included:

  • $1.5 billion for the creation and preservation of supportive housing.
  • $1 billion to support our work in the construction of multifamily affordable housing and another $450 million to preserve existing multifamily rental housing.
  • $400 million to advance homeownership opportunities across the State, especially in historically underserved markets.
  • $250 million for a nation-leading electrification fund to improve energy efficiency of 10,000 homes as part of the State's plan to electrify one million homes and make another one million electrification-ready.


We are thrilled that we can boost the supply of quality housing that New Yorkers need while also creating more affordable, healthier, safer, equitable, and more sustainable communities.

National Fair Housing Month


HCR's mission has always been focused on ending inequities in housing and protecting New Yorkers’ right to live in the neighborhoods of their choosing.


Throughout Fair Housing Month in April, HCR shined a light on the continued battle to protect New Yorkers from being denied access to housing, neighborhoods and community resources based on who they are.


In New York, we also continue to cultivate more diverse communities through action. Just last year, Governor Hochul signed nine new fair housing laws that will combat discriminatory housing practices. The Enacted FY 2023 Budget will bolster these efforts by funding the expansion of current initiatives put in place by our Fair and Equitable Housing Office to investigate unscrupulous landlords, brokers and lenders.

New Sustainability Guidelines

For Earth-Friendly Homes

Earlier this month, HCR announced new Sustainability Guidelines for multifamily housing, just in time for Earth Day. These new guidelines will help us meet the targets set by New York’s Climate Leadership and Community Protection Act (CLCPA), which requires an 85% reduction of greenhouse gas emissions by 2050 and eventually net zero emissions. As part of the CLCPA, the State's Climate Action Council is mid-way through its schedule of public hearings prior to advancing work on a Final Scoping Plan to guide the implementation of the State’s nation-leading climate goals. View the schedule of meetings and make your voice heard.

Olympic Avenue

Olympic Avenue Apartments in Buffalo


Governor Hochul celebrated the groundbreaking of the $19 million Olympic Avenue Apartments, which will convert a vacant school into a highly energy-efficient development on Buffalo's East Side. Residents will enjoy free WiFi and Energy Star or equivalent appliances. 

Raven Hall

Raven Hall in Coney Island, Brooklyn


Construction is now complete on the $133 million Raven Hall development in Coney Island. The building provides 216 affordable homes and ground floor retail space, with 77 apartments reserved for families experiencing homelessness. View video.

North of Main

North of Main Revitalization in Binghamton


Work has begun on an $8.4 million scattered-site development in Binghamton's North of Main neighborhood that will create 23 modern and energy-efficient affordable homes across seven separate locations. Priority for four of the apartments will be given to veterans with disabilities who will have access to on-site services.

Food Bank

$10.7 Million Award for Hudson Valley Food Bank


Our $10.7 million Community Development Block Grant CARES award to the town of Montgomery will enable the Food Bank of the Hudson Valley to construct a 40,000-square-foot distribution warehouse, expanding their capacity to deliver food assistance to 400 member agencies across six counties.

Preserving Affordability at Co-op City 


Governor Hochul announced approval of a loan refinancing that will maintain quality and affordability at Co-op City, a State-supervised Mitchell-Lama development in the Bronx. With 15,372 homes, Co-op City is the largest housing cooperative in the world.
