Section 8 - Housing Choice Voucher (HCV) Program

The Section 8 Housing Choice Voucher (HCV) Program enables the lowest income households in New York State to rent or purchase decent, safe housing in the private housing market by providing rental and homeownership assistance. The program also provides assistance to senior citizens and disabled persons on fixed incomes, displaced families, and homeless individuals with disabilities.

The program, which operates under regulations by the U.S. Department of Housing and Urban Development, provides Housing Choice Vouchers to eligible households that remains with the household as long as it remains eligible, even if the voucher holder changes residence.

Families interested in applying for the HCV Program must obtain an application from the local Public Housing Authority (PHA).

Project Based Section 8 is a Section 8 voucher that is attached to a specific apartment and building.  Most buildings that has a Project Based Section 8 contract have a waiting list just for that property that is maintained by the Local Administrator.  Applicants may apply for any Project Based Section 8 units directly with each Local Administrator. 

All organizations listed below administer the Housing Choice Voucher program, unless noted otherwise. Some organizations administer additional programs, such as Homeownership, Family Self-Sufficiency (FSS), and Project-Based Vouchers (PBVs).
