Overview
Governor Kathy Hochul’s 2023 State of the State proposed an unprecedented and comprehensive solution to lead poisoning prevention in New York. Following the Governor’s leadership, the New York State legislature amended the NYS Public Health Law to include a requirement for owners of dwellings with two or more units, built prior to 1980, to register their rental units and certify units to be safe of lead hazards every three years. These changes to the law affect communities of concern outside of New York City. Additionally, the 2023-2024 NYS Capital Budget made available an annual allocation of $20,000,000 for the purposes of lead hazard remediation.
Lead is a harmful metal often found in old paint that can be poisonous for young children if it creates dust or paint chips. Young children can swallow the lead paint dust and chips from high-friction areas of the homes, such as windowsills and floors. Lead exposure can cause behavior and learning problems in young children. Property owners of these buildings are responsible for keeping tenants safe from lead-based paint hazards.
HTFC invites eligible applicants to apply to administer the Leading in Lead Prevention Pilot Program (“the Program”), to remediate lead hazards from rental units in select communities of concern throughout New York. HTFC plans to make up to $20,000,000 available to eligible applicants for the administration of the Program. Eligible applicants are invited to submit applications for funding to cover grants to eligible property owners for costs associated with lead hazard remediation and other associated costs.
