The Maximum Base Rent (MBR) public hearing will be held virtually on the YouTube Channel below once the livestream begins at the designated time of the meeting.  All live meetings will be recorded and will remain on the YouTube Channel for viewing.

On Thursday, November 16, 2023 the Office of Rent Administration will conduct the Maximum Base Rent (MBR) public hearing for rent controlled housing accommodations located in the City of New York for the 2024-2025 biennial MBR cycle.

 

Note: The 2019 Housing Stability and Tenant Protection Act (HSTPA) impacts the formula for calculating Maximum Collectible Rent (MCR) increases. The 5-year averaging of 1-year rent guidelines results in significantly lower annual increases in the MCR than the prior formula, which allowed up to a 7.5% annual increase in the MCR over 2 years until the MBR is reached.  

 

The hearing schedule will be as follows:

 

  • Morning Session – 10:00 am to 12:30 pm
  • Break for Lunch – 12:30 pm to 2:00 pm
  • Afternoon Session – 2:00 pm to 4:30 pm

 

Preregistration is required for all speakers. To register please contact Christopher Padron (contact information below) either by telephone or email and provide the following information: your name, contact phone number, email address, whom you represent (i.e., self, community-based organization, elected official) and the time you wish to speak at the hearing.

Pre-registered speakers who have reserved a time to speak will be heard at approximately the time requested, provided there are no conflicts. Late registration is not advised but will be accommodated.  For speakers who register the day of the hearing, you will be heard in the order of registration and at a time that is available and not already reserved. Speaking time will be limited to five (5) minutes in order to give as many people as possible the opportunity to be heard.

The hearing will conclude when all registered speakers in attendance at the hearing have been heard. DHCR will also accept written testimony submitted prior to the end of the hearing.
