Governor Hochul Announces Construction Underway on $65 Million 96-Unit Affordable and Supportive Housing Development in Islip

One Carleton Green Part of Initiative To Bring More Affordable and Workforce Housing to Long Island

Governor Kathy Hochul today announced that construction is underway on One Carleton Green, a 96-unit affordable housing development in the Town of Islip, Suffolk County, that is revitalizing former industrial lots while providing essential supportive housing close to public transportation. The $65 million project was made possible through an innovative partnership of multiple local and state agencies that seeks to increase affordable housing opportunities on Long Island and provide on-site supportive services for vulnerable residents. One Carleton Green complements the Governor’s historic five-year, $25 Billion Housing Plan, which is on track to create or preserve 100,000 affordable units across New York. The effort has already resulted in more than 2,600 affordable units created or preserved in Suffolk County. 

“Long Island is one of the places hit hardest by the ongoing housing crisis. I am committed to increasing the housing supply and making New York the number one state to raise a family with affordable housing projects like One Carleton Green,” Governor Hochul said. “We are continuing the necessary work to secure Long Island’s future by partnering with public and private entities to provide safe, stable and affordable housing for New York’s families.”

One Carleton Green will provide supportive housing to 15 residents, with on-site services provided by Family Residences and Essential Enterprises, Inc. through the Office for People With Developmental Disabilities. The development includes apartments that are accessible and equipped for people with mobility impairments, as well as hearing and visual impairments and are available for residents making up to 50 percent of the Area Median Income.

All other units in the development will serve households making 30 to 100 percent of the Area Median Income.

One Carleton Green was part of the Town of Islip’s Downtown Revitalization Initiative award, transforming properties once used as a rail station and municipal parking lot into a new three-story structure that will also have first-floor retail space and two public plazas. The nearby Central Islip Long Island Rail Road station will serve as a vital transportation link.

The building will be all electric, with residents paying for services via a utility allowance. The development will have ample parking, as well as a laundry room on each floor and electric vehicle charging stations.

One Carleton Green is being developed by Georgica Green Ventures LLC, which has partnered with Homes and Community Renewal on other projects on Long Island, including an affordable three-building campus that is currently being completed just outside the village of Patchogue, Suffolk County.

Housing and Community Renewal funding for One Carleton Green includes $24.5 million through the Low-Income Housing Tax Credit Program; $5.2 million through the New York State Low-Income Housing Tax Credit Program; $4.1 million from the Low-Income Housing Trust Fund; $1.2 million from the Rural and Urban Community Investment Fund, and $6.4 million through the Middle Income Housing Program. Empire State Development’s Long Island Investment Fund also provided $3.8 million, and the State Department of State’s Downtown Revitalization Initiative awarded $1.7 million. Suffolk County Acquisition provided just over $2.7 million, and Suffolk County’s Suffolk Opportunities for Affordable Rentals provided $750,000.

Governor Hochul’s Housing Agenda

Governor Hochul is dedicated to addressing New York’s housing crisis and making the State more affordable and more livable for all New Yorkers. As part of the FY25 Enacted Budget, the Governor secured a landmark agreement to increase New York’s housing supply through new tax incentives, capital funding, and new protections for renters and homeowners. Building on this commitment, the FY26 Enacted Budget includes more than $1.5 billion in new State funding for housing, a Housing Access Voucher pilot program, and new policies to improve affordability for tenants and homebuyers. These measures complement the Governor’s five-year, $25 billion Housing Plan, included in the FY23 Enacted Budget, to create or preserve 100,000 affordable homes statewide, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. More than 65,000 homes have been created or preserved to date.

The FY25 and FY26 Enacted Budgets also strengthened the Governor’s Pro-Housing Community Program — which allows certified localities exclusive access to up to $750 million in discretionary State funding. Currently, more than 350 communities have received Pro-Housing certification, including the Town of Islip.
