Rural and Urban Community Investment Fund
The Rural and Urban Community Investment Fund (CIF) supports mixed-use development by funding eligible retail, offices, and community centers in or near HCR-funded affordable housing projects. CIF may also be used to preserve existing affordable housing in rural areas.

Design and Sustainability Guidelines
The HCR Design and Sustainability Guidelines set minimum standards for quality, function, and durability for projects funded by HCR’s Multifamily Finance Programs, including tax-exempt bonds, 4% LIHTC, 9% LIHTC, SLIHC, and all subsidy programs.
All projects applying for and utilizing HCR’s Multifamily Finance Programs must comply with the Design Guidelines and the applicable Sustainability Guidelines (New Construction, Existing Building, or Preservation), or obtain waivers for any particular requirements that cannot be met.
