Hearing and Presentation Dates

All meetings will be streamed live on the New York State Division of Housing and Community Renewal (DHCR) Office of Rent Administration's (ORA) official YouTube channel, which can be accessed at the bottom of this section.

 

  • May 28, 2026 Public Hearing #1, at 7:00 p.m.
    • This meeting will take place at the New Rochelle City Hall Council Chambers, located at 90 Beaufort Place, New Rochelle, NY 10801. It will be held to hear the testimony from tenants, owners and other members of the public concerning how the WRGB should determine the rent adjustments, if any, for leases of apartments subject to the ETPA and for such other business that may come before the board.
    • Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak on the day of the hearing. Members of the public wishing to address the Board virtually during the public hearing may send an e-mail to [email protected] requesting that they be placed on a list of speakers no later than May 27, 2026 at 5:00 p.m. On the date of the meeting, all persons who have signed up to speak will be provided with instructions on how to call in to the meeting and will be required to call in when prompted by the Chair. The speakers addressing the WRGB during the hearing will be limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations. The WRGB will also accept written statements in lieu of testimony, which may be sent to the following email address:

  • June 4, 2026 Public Hearing #2, at 6:00 p.m.
    • This meeting will take place at the Yonkers Public Library - Riverfront, located at 1 Larkin Center, Yonkers, NY 10701. It will be held to hear testimony from tenants, owners and other members of the public concerning how the WRGB should determine the rent adjustments, if any, for leases of apartments subject to the ETPA, and for such other business that may come before the board.
    • Kenneth Finger will be attending the meeting via videoconference from 158 Grand Street, White Plains, New York 10601. This location will be open to the public for this meeting in addition to the Yonkers Public Library.
    • Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak on the day of the hearing. Members of the public wishing to address the Board virtually during the public hearing may send an e-mail to [email protected] requesting that they be placed on a list of speakers no later than June 3, 2026 at 5:00 p.m. On the date of the meeting, all persons who have signed up to speak will be provided with instructions on how to call in to the meeting and will be required to call in when prompted by the Chair.     • This meeting will take place at the Mount Vernon City Hall Council Chambers, located at 1 Roosevelt Square North, Mount Vernon, NY 10550. It will be held to hear the testimony from tenants, owners and other members of the public concerning how the WRGB should determine the rent adjustments, if any, for leases of apartments subject to the ETPA and for such other business that may come before the board.
    • Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak on the day of the hearing. Members of the public wishing to address the Board virtually during the public hearing may send an e-mail to [email protected] requesting that they be placed on a list of speakers no later than June 10, 2026 at 5:00 p.m. The speakers addressing the WRGB during the hearing will be limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations.   • June 15, 2026 Presentation Meeting, at 7:00 p.m.
    • This meeting will take place at the New Rochelle City Hall Council Chambers, located at 90 Beaufort Place, New Rochelle, NY 10801. It will be held for the presentations of the Tenant and Owner representatives regarding the rent guidelines for leases commencing between October 1, 2026 and September 30, 2027.

 

  • June 22, 2026 Rebuttal and Vote Meeting, at 7:00 p.m.
    • This meeting will take place at the White Plains City Hall City Council Chambers, located at 255 Main Street, White Plains, NY 10601. It will be held for the rebuttal presentations of the Tenant and Owner representatives. Also, to vote on rent guidelines for leases commencing between October 1, 2026 and September 30, 2027, as well as finalization and adoption of the Explanatory Statement.

  • April 22, 2026 Public Meeting, at 7:30 p.m.
    • This meeting will take place at the Nassau County Legislative Chambers, located at 1550 Franklin Avenue, Mineola, NY 11501. It will be held to schedule the dates of all hearings and meetings for the 2026/2027 guidelines, to approve minutes from the previous public meeting, regular order of business, and such other business that may come before the Board.
      • Please Note: There is no public speaking at this meeting.

 

  • June 4, 2026 Public Hearing #1, at 7:30 p.m.
    • This meeting will take place at the Village of Freeport Main Conference Room, located at 46 N. Ocean Avenue, Freeport, NY 11520. It will be held to hear testimony from tenants and owners concerning how the Board should determine the rent adjustments, if any, for one and two-year leases of apartments subject to the Emergency Tenant Protection Act of 1974, as amended, and which commence on or between October 1, 2026 and September 30, 2027. It will also be held to address regular order of business, approve minutes from the previous meeting, and such other business that may come before the Board.
      • Please Note: The Board reserves the right to limit the time a speaker may address the Board.

 

  • June 8, 2026 Public Hearing #2, at 7:30 p.m.
    • This meeting will take place at Long Beach City Hall, located at 1 West Chester Street, Long Beach, NY 11561. It will be held to hear testimony from tenants and owners concerning how the Board should determine the rent adjustments, if any, for one and two-year leases of apartments subject to the Emergency Tenant Protection Act of 1974, as amended, and which commence on or between October 1, 2026 and September 30, 2027. It will also be held to address regular order of business, approve minutes from the previous meeting, and such other business that may come before the Board.
      • Please Note: The Board reserves the right to limit the time a speaker may address the Board.

 

  • June 17, 2026 Presentation Meeting, at 7:30 p.m.
    • This meeting will take place at the Nathan L.H. Bennett Pavilion, located at One Washington Street, Hempstead, NY 11550. This meeting will be held to receive testimony in the form of formal presentations by tenants and landlords and their representatives concerning:
      • The economic conditions of the residential real estate industry in the cities, towns, and villages of Nassau County with apartments subject to the Emergency Tenant Protection Act of 1974 (ETPA), including the prevailing and projected rates of the following:
        • Real Estate taxes and sewer water rates.
        • Gross operating and maintenance costs, including insurance rates, governmental fees, cost of fuel, and labor costs.
        • Costs and availability of financing, including effective rates of interest.
        • Overall supply of housing accommodations and overall vacancy rates.
    • The information received will be used with other data to establish the guidelines for rate adjustments, if any, for housing accommodations subject to the Emergency Tenant Protection Act of 1974 in Nassau County for leases of one and two years which commence on or between October 1, 2026 and September 30, 2027. This meeting will also be held to address regular order of business, approve minutes from the previous meeting, and such other business that may come before the Board.
      • Please Note: Due to time constraints, the Board reserves the right to prescribe a time limit for each speaker. 

 

  • June 24, 2026 Deliberation, Vote, and Certification Meeting, at 7:30 p.m.
    • This meeting will take place at the Nassau County Legislative Chambers, located at 1550 Franklin Avenue, Mineola, NY 11501. It will be held for the establishment and certification of guidelines for rent adjustments, if any, for housing accommodations subject to the Emergency Tenant Protection Act of 1974 in Nassau County for leases of one or two years which commence on or between October 1, 2026 and September 30, 2027. It will also be held to address regular order of business, approve minutes from the previous meeting, and such other business that may come before the Board.
      • Please Note: There is no public speaking at this meeting.

Rockland County

Hearing and Presentation Dates

  • June 9, 2026 Research and Analysis Presentation Meeting, at 6:30 p.m.
    • This meeting will take place at Finkelstein Memorial Library, located at 24 Chestnut Street, Spring Valley, NY 10977. It will be held for the RRGB to receive a presentation of the DHCR Research & Analysis Unit of the tabulations of data based upon responses of ETPA owners to the annual survey.
    • Please note: The Board may accept public comment after the presentation, if time permits.

 

  • June 11, 2026 Public Hearing #1, at 6:30 p.m.
    • This meeting will take place at Finkelstein Memorial Library, located at 24 Chestnut Street, Spring Valley, NY 10977. It will be held for the Board to take testimony pertaining to the setting of the rent adjustments, if any, for leases of apartments subject to the Emergency Tenant Protection Act of 1974, as amended, and which commence on or between October 1, 2026, and September 30, 2027.
    • Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak on the day of the hearing. Members of the public wishing to address the Board virtually during the public hearing may send an e-mail to [email protected] requesting that they be placed on a list of speakers no later than June 10, 2026 at 5:00 p.m. On the date of the meeting, all persons who have signed up to speak will be provided with instructions on how to call in to the meeting and will be required to call in when prompted by the Chair.     • This meeting will take place at Haverstraw Town Hall, located at One Rosman Road, Garnerville, NY 10923. It will be held for the Board to take testimony pertaining to the setting of the rent adjustments, if any, for leases of apartments subject to the Emergency Tenant Protection Act of 1974, as amended, and which commence on or between October 1, 2026, and September 30, 2027.
    • Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak on the day of the hearing. Members of the public wishing to address the Board virtually during the public hearing may send an e-mail to [email protected] requesting that they be placed on a list of speakers no later than June 24, 2026 at 5:00 p.m. On the date of the meeting, all persons who have signed up to speak will be provided with instructions on how to call in to the meeting and will be required to call in when prompted by the Chair. The speakers addressing the RRGB during the hearing will be limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations. The RRGB will also accept written statements in lieu of testimony, which may be sent to: [email protected].
    • Subsequent to the Public Hearing, the Board will reconvene for a Public Meeting, for the purpose of setting rent adjustments, if any, for housing accommodations in Rockland County subject to the ETPA, for one- or two-year leases which commence between October 1, 2026 and September 30, 2027 as well as finalization and adoption of the Explanatory Statement.
