Hearing and Presentation Dates

 

  • June 12, 2023 Public Hearing #1, at 7:00 p.m.
    • This meeting will take place at the Yonkers Riverfront Library Yonkers Room, located at 1 Larkin Center, Yonkers, New York 10701. This meeting will be held to hear testimony from tenants, owners, and other members of the public concerning how the WRGB should determine the rent adjustments, if any, for the leases of apartments subject to the ETPA, and the guidelines applicable to housing accommodations affected by the Village of Croton-on-Hudson, New York's expansion of rent stabilization on March 27, 2023, and for such other business that may come before the board. 
    • Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak on the day of the hearing. The speakers addressing the WRGB during the hearing will be limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations. The WRGB will also accept written statements in lieu of testimony, which may be sent to the following email address: [email protected]

 

 

 

  • June 29, 2023 Rebuttal and Vote Meeting, at 7:00 p.m.
    • This meeting will take place at White Plains City Hall City Council Chambers, located at 255 Main Street, White Plains, New York 10601. It will be held for the rebuttal presentations of the Tenant and Owner representatives and to vote on rent guidelines for leases commencing between October 1, 2023, and September 30, 2024, and the guidelines applicable to housing accommodations affected by the Village of Croton-on-Hudson, New York’s expansion of rent stabilization on March 27, 2023. 

 

  • September 28, 2023 Certification Meeting, at 7:00 p.m.
    • This meeting will take place at the Westchester District Rent Office, located at 75 South Broadway - Suite: 350, White Plains, New York, 10601. It will be held to finalize the Explanatory Statement and certify the following guidelines established by the Board on June 29, 2023:
      • Rates of rent adjustment for housing accommodations within the Board’s jurisdiction for leases commencing between October 1, 2023 and September 30, 2024; and
      • For housing accommodations within the Board’s jurisdiction affected by the Village of Croton-on-Hudson, New York’s expansion of rent stabilization on March 27, 2023, (a) guideline rates of rent adjustment for leases commencing between March 27, 2023 and September 30, 2023, and (b) guidelines for the determination of fair market rent appeals.
    • It will also be held for other business that may come before the board.

  • April 27, 2023 Public Meeting, at 7:30 p.m.
    • This meeting will take place at the Nathan L.H. Bennett Pavilion, located at One Washington Street, Hempstead, NY 11550. It will be held to schedule the dates of all hearings and meetings for the 2023/2024 guidelines, to approve minutes from the previous public meeting, regular order of business, and such other business that may come before the Board. 
    • Please Note: There is no public speaking at this meeting.

 

  • May 23, 2023 Public Hearing #1, at 7:30 p.m.
    • This meeting will take place at Great Neck Plaza Village Hall, located at 2 Gussack Plaza, Great Neck, New York 11022. It will be held to hear testimony from tenants and owners concerning how the Board should determine the rent adjustments, if any, for one and two-year leases of apartments subject to the Emergency Tenant Protection Act of 1974 (ETPA), as amended, and which commence on or between October 1, 2023 and September 30, 2024. It will also be held to address regular order of business, approve minutes from the previous meeting, and such other business that may come before the Board.
    • Please Note: The Board reserves the right to limit the time the speaker may address the Board.

 

  • June 5, 2023 Public Hearing #2, at 7:30 p.m.
    • This meeting will take place at Long Beach City Hall, located at 1 West Chester Street, Long Beach, New York 11561. It will be held to hear testimony from tenants and owners concerning how the Board should determine the rent adjustments, if any, for one and two-year leases of apartments subject to the Emergency Tenant Protection Act of 1974 (ETPA), as amended, and which commence on or between October 1, 2023 and September 30, 2024. It will also be held to address regular order of business, approve minutes from the previous meeting, and such other business that may come before the Board.
    • Please Note: The Board reserves the right to limit the time the speaker may address the Board.

 

 

  • June 21, 2023 Deliberation and Vote Meeting, at 7:30 p.m.
    • This meeting will take place at the Nassau County Legislative Building, located at 1550 Franklin Avenue, Mineola, NY 11501. It will be held to establish the guidelines for rent adjustments, if any, for housing accommodations subject to the ETPA in Nassau County for leases of one or two years which commence on or between October 1, 2023 and Septemeber 30, 2024. It will also be held to address regular order of business, approve minutes from the previous meeting, and such other business that may come before the Board.
    • Please Note: There is no public speaking at this meeting.

 

  • September 19, 2023 Certification Hearing, at 7:30 p.m.
    • This meeting will take place at the Nassau County Legislative Building, located at 1550 Franklin Avenue, Mineola, NY 11501. It will be held to certify the guideline rent adjustments for housing accommodations subject to the Emergency Tenant Protection Act (ETPA) of 1974 in Nassau County for a one (1) year or two (2) year lease which commence on or between October 1, 2023, and September 30, 2024. It will also be held to address regular order of business, approve minutes from the previous meeting, and such other business that may come before the Board.
    • Please Note: There is no public speaking at this meeting.

It will be held for the Board to take testimony pertaining to the setting of the rent adjustments, if any, for leases of apartments subject to the Emergency Tenant Protection Act of 1974, as amended, and which commence on or between October 1, 2023 and September 30, 2024. 
    • Members of the public wishing to address the Board during this meeting may send an email to [email protected] requesting that they be placed on a list of speakers. Additionally, members of the public may sign up at the meeting. The speakers addressing the Board during the meeting are limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations.
    • Alternatively, the public may submit written comments addressing the RRGB via the following email: [email protected]. The deadline to submit written comments for this public hearing is June 9, 2023.

  • September 27, 2023 Certification Meeting, at 7:00 p.m.
    • This meeting will take place at the Haverstraw Town Hall, located at One Rosman Road, Garnersville, NY 10923. It will be held for the certification of the guidelines established by the Board for the 2023 – 2024 guideline period. It will also be held to review and finalize the Explanatory Statement for the 2023 – 2024 guideline period, review dates for future meetings, and address other business.

City of Kingston

Hearing and Presentation Dates

  • June 12, 2023 Research and Analysis Presentation Meeting, at 6:00 p.m.
    • This meeting will take place at Kingston City Hall's Council Chambers, located at 420 Broadway, Kingston, New York 12401.  It will be held for the City of Kingston Rent Guidelines Board ("KRGB") to receive a presentation of the DHCR Research & Analysis Unit regarding responses of ETPA owners to the annual survey. 

 

  • June 17, 2023 Public Hearing, at 1:00 p.m.
    • This hearing will take place at Kingston Library's 2nd Floor Community Room, located at 55 Franklin Street, Kingston, NY 12401. It will be held to hear testimony from tenants, owners, and other interested members of the public concerning how the KRGB should determine the guideline rates of rent adjustments, if any, for leases subject to the ETPA, which commence between October 1, 2023 and September 30, 2024.  
    • Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak on the day of the hearing. The speakers addressing the KRGB during the hearing will be limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations.   • September 26, 2023 Certification Meeting, at 6:00 p.m.
    • This meeting will take place at Kingston City Hall's Council Chambers, located at 420 Broadway, Kingston, New York 12401. It will be held to finalize the Explanatory Statement and certify the guideline rates of rent adjustment established by the KRGB on June 21, 2023 for housing accommodations within its jurisdiction, subject to the ETPA, for leases commencing between October 1, 2023 and September 30, 2024.
