Rent Guidelines Board Hearings

Hearing and Presentation Dates

All meetings will be streamed live on the New York State Division of Housing and Community Renewal (DHCR) Office of Rent Administration's (ORA) official YouTube channel, which can be accessed at the bottom of this section.

 

  • June 2, 2025 Public Hearing #1, at 6:00 p.m.
    • This meeting will take place at the Yonkers Public Library-Riverfront Branch Community Room, located at 1 Larkin Center, Yonkers, New York 10701. It will be held to hear testimony from tenants, owners and other members of the public concerning how the WRGB should determine the rent adjustments, if any, for leases of apartments subject to the ETPA and for such other business that may come before the board.
    • Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak in person on the day of the hearing. Members of the public wishing to address the Board virtually during the public hearing may send an e-mail to [email protected] requesting that they be placed on a list of speakers no later than May 30, 2025 at 5:00PM. On the date of the meeting, all persons who have signed up to speak virtually will be provided with instructions on how to call in to the meeting and will be required to call in when prompted by the Chair. The speakers addressing the WRGB during the hearing will be limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations. The WRGB will also accept written statements in lieu of testimony, which may be sent to the following email address: [email protected].

 

 

  • June 9, 2025 Public Hearing #2, at 7:00 p.m.

 

 

The Board will accept written submissions from tenants, owners and other members of the public until June 20, 2025 at 5:00PM. All written submissions are to be transmitted to the following e-mail address: [email protected]. Submissions received after the deadline will not be considered by the Board.

Nassau County

2024-25 Explanatory Statement

 

Hearing and Presentation Dates

  • April 29, 2025 Public Meeting, at 7:30 p.m.
    • This meeting will take place at the Nassau County Legislative Chambers, located at 1550 Franklin Avenue, Mineola, NY 11501. It will be held to schedule the dates of all hearings and meetings for the 2025/2026 guidelines, to approve minutes from the previous public meeting, regular order of business, and such other business that may come before the Board.
      • Please Note: There is no public speaking at this meeting.

 

  • June 4, 2025, Public Hearing #1, at 7:30 p.m.
    • This meeting will take place at the Long Beach City Hall, located at 1 West Chester Street, Long Beach, New York 11561. It will be held for the Board to hear testimony from tenants and owners concerning how the Board should determine the rent adjustments, if any, for one and two-year leases of apartments subject to the Emergency Tenant Protection Act of 1974, as amended, and which commence on or between October 1, 2025 and September 30, 2026.
      • Please note: The Board reserves the right to limit the time the speaker may address the Board.

 

  • June 12, 2025, Public Hearing #2, at 7:30 p.m.
    • This meeting will take place at the Village of Freeport Main Conference Room, located at 46 N. Ocean Avenue, Freeport, New York 11520. It will be held for the Board to hear testimony from tenants and owners concerning how the Board should determine the rent adjustments, if any, for one and two-year leases of apartments subject to the Emergency Tenant Protection Act of 1974, as amended, and which commence on or between October 1, 2025 and September 30, 2026.
      • Please note: The Board reserves the right to limit the time the speaker may address the Board.

 

 

  • June 24, 2025, Public Hearing #3, at 7:30 p.m.
    • This meeting will take place at the Nathan L.H. Bennett Pavilion, located at One Washington Street, Hempstead, NY 11550.  It will be held to hear testimony from tenants and owners concerning how the Board should determine the rent adjustments, if any, for one and two-year leases of apartments subject to the Emergency Tenant Protection Act of 1974, as amended, and which commence on or between October 1, 2025 and September 30, 2026. It will also be held to approve minutes from the previous meeting, regular order of business, and such other business that may come before the Board.
      • Please Note: The Board reserves the right to limit the time the speaker may address the Board.

 

  • June 30, 2025, Deliberation, Vote and Certification Meeting at 7:30 p.m.
    • This meeting will take place at the Nassau County Legislative Chambers, located at 1550 Franklin Avenue, Mineola, NY 11501. It will be held for the Board to establish and certify guidelines for rent adjustments, if any, for housing accommodations subject to the Emergency Tenant Protection Act of 1974 in Nassau County for leases of one or two years which commence on or between October 1, 2025 and September 30, 2026.

    • This meeting will take place at Finkelstein Public Library, located at 24 Chestnut Street, Spring Valley, NY 10977. It will be held for the Board to take testimony pertaining to the setting of the rent adjustments, if any, for leases of apartments subject to the Emergency Tenant Protection Act of 1974, as amended, and which commence on or between October 1, 2025, and September 30, 2026.
    • Members of the public wishing to address the Board during this meeting may send an e-mail to [email protected] requesting that they be placed on a list of speakers. Additionally, members of the public may sign up at the meeting. The speakers addressing the Board during the meeting are limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations. City of Kingston

Hearing and Presentation Dates

  • June 17, 2025 Public Hearing #1, at 6:00 p.m.
    • This meeting will take place at Kingston City Hall Council Chambers, located at 420 Broadway, Kingston, New York 12401. It will be held to hear testimony from tenants, owners and other interested members of the public concerning how the KRGB should determine the guideline rates of rent adjustments, if any, for leases subject to the ETPA, which commence between October 1, 2025 and September 30, 2026. Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak on the day of the hearing. The speakers addressing the KRGB during the hearing will be limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations. The KRGB will also accept written statements in lieu of testimony, which may be sent to the following email address: [email protected].
    • Please note: Carol Soto will be attending the meeting via videoconference from W066 Duncan Student Center, Notre Dame, IN 4655. This location will be open to the public for this meeting in addition to the Kingston City Hall.

 

 

  • June 26, 2025 Public Meeting, at 6:00 p.m.
    • This meeting will take place at Kingston City Hall Council Chambers, located at 420 Broadway, Kingston, New York 12401. It will be held to vote on rent guidelines for leases commencing between October 1, 2025 and September 30, 2026, as well as finalization and adoption of the Explanatory Statement.
    • Please note: Arlene Puentes will be attending the meeting via videoconference from 300 Washington St, Watertown, New York 13601. This location will be open to the public in addition to the Kingston City Hall.
