The Division of Housing and Community Renewal’s (DHCR) Hearings Unit conducts non-compliance and in-agency referral hearings concerning rent controlled and rent stabilized apartments. The DHCR employs full-time Administrative Law Judges (ALJ’s) who are neutral factfinders, to conduct hearings. The mission of the Hearings Unit is to provide a fair hearing and resolution of administrative matters, ensuring due process and respecting the dignity of all.
