Rent Guidelines Board Hearings

Hearing and Presentation Dates

  • June 3, 2024 Public Hearing #1, at 6:00 p.m.
    • This meeting will take place at Yonkers Public Library-Riverfront Branch, located at 1 Larkin Center, Yonkers Room, Yonkers, New York 10701. It will be held to hear testimony from tenants, owners, and other members of the public concerning how the WRGB should determine the rent adjustments, if any, for leases of apartments subject to the ETPA. It will also be held for such other business that may come before the board.
    • Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak on the day of the hearing. The speakers addressing the WRGB during the hearing will be limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations. The WRGB will also accept written statements in lieu of testimony, which may be sent to the following email address: [email protected].

       

  • June 6, 2024 Research and Analysis Presentation Meeting, at 7:00 p.m.
    • This meeting will take place at the Westchester District Rent Office, located at 75 South Broadway, Suite 350, White Plains, New York 10601. It will be held for the WRGB to receive a presentation of the DHCR Research and Analysis Unit of the tabulations of data based upon responses of ETPA owners to the annual survey.

       

  • June 12, 2024 Public Hearing #2, at 7:00 p.m.
    • This meeting will take place at New Rochelle City Hall, Council Chambers, 90 Beaufort Place, New Rochelle, New York 10801. It will be held to hear testimony from tenants, owners, and other members of the public concerning how the WRGB should determine the rent adjustments, if any, for leases of apartments subject to the ETPA. It will also be held for such other business that may come before the board.
    • Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak on the day of the hearing. The speakers addressing the WRGB during the hearing will be limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations.   • June 18, 2024 Public Hearing #3, at 7:00 p.m.
    • This meeting will take place at Mount Vernon City Hall, Council Chambers, 1 Roosevelt Square North, Mount Vernon, New York 10550. It will be held to hear testimony from tenants, owners, and other members of the public concerning how the WRGB should determine the rent adjustments, if any, for leases of apartments subject to the ETPA. It will also be held for such other business that may come before the board.
    • Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak on the day of the hearing.   • June 24, 2024 Presentation Meeting, at 6:00 p.m.
    • This meeting will take place at Yonkers Public Library-Grinton I, Will Branch, Auditorium, 1500 Central Park Avenue, Yonkers, New York 10710. It will be held for the presentations of the Tenant and Owner representatives regarding the rent guidelines for leases commencing between October 1, 2024 and September 30, 2025.

       

  • June 27, 2024 Rebuttal and Vote Meeting, at 7:00 p.m.
    • This meeting will take place at White Plains City Hall, City Council Chambers, 255 Main Street, White Plains, New York 10601. It will be held for the rebuttal presentations of the Tenant and Owner representatives and to vote on rent guidelines for leases commencing between October 1, 2024 and September 30, 2025.

       

  • September 2024 Certification Meeting
    • This meeting will be scheduled in September 2024, specific date to be determined. It will be held for the WRGB to certify the rent guidelines for ETPA leases commencing between October 1, 2024, and September 30, 2025. A further public notice will be issued when the date and time for this meeting is determined.

Nassau County

Hearing and Presentation Dates

  • May 7, 2024 Public Meeting, at 7:30 p.m.

    • This meeting will take place at the Nassau County Legislative Chambers, located at 1550 Franklin Avenue, Mineola, NY 11501. It will be held to schedule the dates of all hearings and meetings for the 2024/2025 guidelines, to approve minutes from the previous public meeting, regular order of business, and such other business that may come before the Board. 
    • Please Note: There is no public speaking at this meeting.

    • This meeting will take place at Finkelstein Public Library, located at 24 Chestnut Street, Spring Valley, NY 10977. It will be held for the Board to take testimony pertaining to the setting of the rent adjustments, if any, for leases of apartments subject to the Emergency Tenant Protection Act of 1974, as amended, and which commence on or between October 1, 2023 and September 30, 2024. 
    • Members of the public wishing to address the Board during this meeting may send an email to [email protected] requesting that they be placed on a list of speakers. Additionally, members of the public may sign up at the meeting. The speakers addressing the Board during the meeting are limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations.
    • Alternatively, the public may submit written comments addressing the RRGB via the following email: [email protected]. The deadline to submit written comments for this public hearing is June 9, 2023.

 

  • June 22, 2023 Public Hearing #2 and Meeting, at 7:00 p.m.

    • Subsequent to the Public Hearing, the Board will reconvene for the purpose of setting rent adjustments, if any, for housing accommodations in Rockland County subject to the Emergency Tenant Protection Act of 1974, for one- or two-year leases which commence between October 1, 2023 and September 30, 2024.

 

  • September 27, 2023 Certification Meeting, at 7:00 p.m.
    • This meeting will take place at the Haverstraw Town Hall, located at One Rosman Road, Garnersville, NY 10923. It will be held for the certification of the guidelines established by the Board for the 2023 – 2024 guideline period. It will also be held to review and finalize the Explanatory Statement for the 2023 – 2024 guideline period, review dates for future meetings, and address other business.

 

  • December 18, 2023 Public Hearing, at 7:00 p.m.
    • This meeting will take place at Nyack Village Hall, located at 9 N. Broadway, Courtroom
      Nyack, New York 10960. It will be held for the following reasons:
      • To discuss the RRGB’s responsibilities following adoption of the Emergency Tenant Protection Act (“ETPA”) by the Village of Nyack, New York (“Nyack”) on November 9, 2023.
      • To hear testimony from tenants, owners and other interested members of the public concerning how the RRGB should determine (i) the guideline rates of rent adjustments, if any, for leases within its jurisdiction covered by Nyack’s adoption of ETPA on November 9, 2023, which commence between November 9, 2023 and September 30, 2024, and (ii) guidelines for Fair Market Rent Appeals (“FMRA”).
      • For housing accommodations within the Board’s jurisdiction covered by Nyack’s adoption of rent stabilization, to vote on (i) rent guidelines for leases that commence between November 9, 2023 and September 30, 2024, and (ii) FMRA guidelines.
      • Other business.

City of Kingston

Hearing and Presentation Dates

  • June 12, 2023 Research and Analysis Presentation Meeting, at 6:00 p.m.
    • This meeting will take place at Kingston City Hall's Council Chambers, located at 420 Broadway, Kingston, New York 12401.  It will be held for the City of Kingston Rent Guidelines Board ("KRGB") to receive a presentation of the DHCR Research & Analysis Unit regarding responses of ETPA owners to the annual survey. 

 

  • June 17, 2023 Public Hearing, at 1:00 p.m.
    • This hearing will take place at Kingston Library's 2nd Floor Community Room, located at 55 Franklin Street, Kingston, NY 12401. It will be held to hear testimony from tenants, owners, and other interested members of the public concerning how the KRGB should determine the guideline rates of rent adjustments, if any, for leases subject to the ETPA, which commence between October 1, 2023 and September 30, 2024.  
    • Members of the public may sign up to speak prior to the hearing by sending an e-mail to [email protected]. Alternatively, members of the public may sign up to speak on the day of the hearing. The speakers addressing the KRGB during the hearing will be limited to three minutes for individuals and five minutes for persons on behalf of entities or organizations.
