Section 8 Mobility RFP Notice

Enterprise Community Partners, working in collaboration with New York State Homes and Community Renewal (“HCR”), is making up to $10 million available for the newly established Making Moves Program (“MMP”) to facilitate greater housing choice for Section 8 tenants across New York State.

Funding is being offered through a Request for Proposals (“RFP”) at the following link: New York State Making Moves Program RFP | Enterprise Community Partners. Potential applicants should watch the web site for updates. Technical assistance will be made available to assist with proposal preparation.

Eligible applicants include local governments, nonprofits, and Public Housing Authorities (“PHAs”). Funds will be used to provide mobility counseling services to assist Section 8 families in moving to “well-resourced areas” – i.e. neighborhoods with high performing schools and greater economic opportunity. This initiative will build on the success of existing mobility programs already funded by HCR in Erie, Westchester, Nassau and Suffolk County.

If selected, proposers will receive grant funding to cover costs for five years (maximum $400K per year) related to outreach, intake, housing search counseling, post move support and financial incentives for households with Section 8 vouchers who are seeking to move. The initiative will focus on Section 8 families with children under 12.  Proposers must apply to serve Section 8 households in at least one county. More regional and cooperative approaches involving a combination of nonprofit service providers, PHAs, local governments, and other stakeholders are strongly encouraged.  

By giving families the resources and assistance they need to guide them through their moves – and ultimately, the opportunity to choose where they live -- mobility assistance programs have been shown to help positively change the trajectories of low-income families’ lives.

Proposals will be accepted for any county in New York State that does not currently have a state or federally-funded mobility program already in place. Proposals will not be accepted for Erie, Monroe, Nassau, and Suffolk Counties or for the five boroughs of New York City.  All other counties in New York State are eligible. Technical assistance will be made available to assist with proposal preparation.

Funding for MMP is being made available by HCR using federal Section 8 resources in cooperation with the U.S. Department of Housing and Urban Development.
