Section 8 Project-Based Contract Administration Program

Overview

The Section 8 Project-Based Rental Assistance (PBRA) Program enables low-income families to rent decent, safe, and affordable housing. Assistance for this program is tied to units at designated housing projects with subsidies paid directly to the property owners. Unlike the Section 8 Housing Choice Voucher (HCV) Program, the subsidy does not transfer with the resident if they move to another project.

As designated by the U.S. Department of Housing and Urban Development (HUD), HCR is the Section 8 Project-Based Contract Administrator (PBCA) for New York State. Through its Annual Contributions Contract with HUD, HCR is responsible for monitoring and reporting to HUD on properties that have project-based Housing Assistance Payment (HAP) contracts. The PBCA portfolio in New York currently has approximately 980 contracts with over 101,000 households.

Functions of the program include conducting management and occupancy reviews, adjusting contract rents, paying monthly HAP vouchers to project owners, processing HAP contract renewals, and responding to health and safety issues. These functions are carried out through a private-sector partnership (PSP) with CGI Federal.

Eligibility

Program eligibility determines whether applicants are eligible to receive assistance. For example, income limits are based on family size and the annual income the family receives.

Project eligibility establishes whether applicants are eligible to reside in the specific project to which they have applied. Some properties have all or some of the units in their project designated for specific family types, such as those who are elderly or disabled.
