Partners in Sustainability

HCR is proud to work with various state, federal, and housing development partners to set high performance sustainability standards and programs that impact the entire affordable housing portfolio. Below are some of the key partners and links to their resources where applicable.  

HCR works closely with the New York State Energy Research and Development Authority (NYSERDA) to create high performance energy efficient programs and collaborate on affordable housing decarbonization goals throughout the state. https://www.nyserda.ny.gov/  

The NYS Weatherization Assistance Program is funded by The Department of Energy https://www.energy.gov/eere/wap/weatherization-assistance-program and through our state HEAP allocation via the NYS Office of Temporary Disability Assistance (OTDA) https://otda.ny.gov/


Department of Public Service (DPS)

The Department of Public Service (DPS) in NYS has a primary mission to ensure affordable, safe, secure, and reliable access to electric, gas, steam, telecommunications, and water services for New York State’s residential and business consumers, at just and reasonable rates, while protecting the natural environment.

HCR is working to coordinate with our inter-agency partners at DPS as it relates to new service requests for housing developments, policy updates, and other coordination efforts to best support our low-moderate income communities. As such, DPS has coordinated with the utility providers to create support for developers starting off in the new or modified service requests.
