Overview
Unified Funding is an annual, regionally-based, competitive funding opportunity for affordable multifamily housing. It is a single, web-based application to access funding from multiple State and federal programs. UF 2018 is offering nine different funding sources to prospective applicants. The Request For Proposals (RFP) application packages are made available for Local Program Administrators (LPA). For those LPAs requesting funds under the Access to Home, HOME and/or RESTORE Program, applications may be submitted using the Community Development Online (CDOL) System. The RFP to be issued is part of the Unified Funding Materials. The application materials include other documents that applicants need, to apply for funds. Applicants should refer to the RFP to determine eligibility and submission requirements for each program. Access the Community Development Online System (CDOL).

Please note, the application deadlines announced in the Notice of Funding/Credit Availability have been modified as follows: Early Award Projects must be completed and submitted by 5:00 PM on Thursday, October 18, 2018. Early Award ESSHI Projects must be completed and submitted by 5:00 PM on Thursday, November 15, 2018. All other UF 2018 Capital Applications must be completed and submitted by 5:00 PM on Wednesday, December 19, 2018. Project Based Vouchers
New York State Homes and Community Renewal (HCR) administers Project Based Vouchers in the following jurisdictions:
Cattaraugus, Cayuga, Chautauqua, Chemung, Chenango, Clinton, Columbia, Delaware, Dutchess, Essex, Franklin, Fulton, Genesee, Greene, Hamilton, Herkimer, Jefferson, Lewis, Livingston, Madison, Nassau, New York (Bronx, Brooklyn, Manhattan, Queens, Staten Island), Niagara, Oneida, Ontario, Orange, Orleans, Oswego, Otsego, Putnam, Rockland, Saratoga, Seneca, Schuyler, Steuben, St. Lawrence, Suffolk, Sullivan, Tioga, Tompkins, Ulster, Washington, Wayne, Westchester, Wyoming and Yates Counties.
The counties below represent areas outside of NYS HCR network but are eligible to apply for Project Based Vouchers.

Subsidy Layering Review (SLR):
Applicants proposing PBV assistance should review the revised section 5.07 of the CPM and HUD SLR guidelines issued September 26, 2014, Federal Register Notice FR-5417-N-02. HUD SLR guidelines establish limits on builder's fees, developer fee, and project cash flow. These limits will be applied in the feasibility underwrite of applications proposing PBV assistance.
